I am thinking of putting in a fuel cell. Any problems with laws?

The laws of the drag strips I don't think so .. the laws of the highways I don't think so either, as I don't recall ever having a gas tank inspected during a state inspection .. but what is a fuel cell going to do for you?

I have seen many fuel cells in cars at car shows and they were street inspected. If you have classic license plates, there is no street inspection required, anyway. If your putting it in the trunk, I would put a sealed firewall behind the back seat, but that's just me. Smile Remember the Pinto with the tank inside the car. Ford had a number of lawsuits.
